How permanent residence works
The programme grants permanent residence directly, without a temporary residence stage. The investment is held for at least five years.
The application can be started through an authorised law firm before the investor travels to Panama. The investor then travels for biometrics and registration.
To keep permanent residence, the investor enters Panama at least once every two years. There is no obligation to live in the country.
The current rules place weight on documents showing the source and ownership of the investment funds. Preparing bank records, company documents and source-of-wealth evidence early makes the process easier.
How the process runs
Every part of the process is run with law firms, banks and public authorities in Panama under Casa Massal’s coordination. The durations shown are the statutory maximums for a complete file.

Family, tax and citizenship
Family
The spouse, minor children, dependent children and financially dependent parents can be included. Each family member’s situation is assessed separately.
Tax
Panama applies a territorial system to income tax. Under this system, income earned in Panama is generally taxed. The tax position of foreign income is assessed separately, according to its source and the ownership structure. The residence permit does not by itself create tax residence.
Citizenship
Permanent residence does not lead directly to citizenship. An application can be made after five years of residence. It requires Spanish and knowledge of Panama’s history, geography and system of government.
Passport
Once citizenship is granted, a Panamanian passport can be requested. According to the Panama Passport Authority, it allows travel to 129 countries without a prior visa. The Schengen Area and Japan are visa-free; the United States requires a visa.
