Four investment options
Innovative start-up · €250,000
An investment in a company registered as an innovative start-up in the Italian Business Register. It is the lowest amount in the programme. Early-stage companies carry higher risk.
Italian company · €500,000
An investment in the capital of a company established and operating in Italy. Considered by investors who prefer to join an established business.
Public-interest donation · €1,000,000
A donation to public-interest projects in culture, education, scientific research, cultural heritage or immigration management. The amount is not returned to the investor.
Government bonds · €2,000,000
An investment in Italian government bonds. Considered by investors who prefer sovereign debt to company risk.
Order of application and investment
In Italy the application comes before the investment. The file is submitted on the official Investor Visa platform and reviewed by the Investor Visa Committee.
Where the conditions are met, the committee issues a pre-approval certificate called the Nulla Osta. Under the legislation, complete files are decided within 30 days.
The visa follows the pre-approval. The investment is completed within the statutory period after entering Italy, so the investor transfers capital once the outcome of the application is known.
How the process runs
Every part of the process is run with law firms, banks and public authorities in Italy under Casa Massal’s coordination. Legal work is carried out by the law firm the investor appoints.
-
01
Initial assessment
Casa Massal reviews family structure, budget, source of wealth and objectives, and compares the suitable investment options.
-
02
Choosing the option
The investor chooses one of the four options according to risk appetite and capital plan.
-
03
Starting the legal process
Powers of attorney and agreements are completed with the law firm in Italy.
-
04
Preparing the file
Documents on identity, financial position, source of funds, criminal record and the investment plan are prepared.
-
05
Nulla Osta application
The file is submitted on the official platform. The committee reviews a complete file within 30 days.

Visa
After pre-approval the investor applies in person at the Italian consulate. The investor visa is valid for two years.
-
07
Arrival and investment
The investor enters Italy and applies for the residence permit. The investment is completed within the statutory period.
-
08
Renewal and long-term follow-up
After two years the maintained investment is evidenced and a three-year renewal is requested. The renewal starts at least 60 days before expiry.
Family, travel and tax
Family
The spouse, minor children and dependent family members can be included under the family reunification rules. Each family member’s situation is assessed separately.
Travel
The Italian residence permit allows short-stay travel within the Schengen Area. Living or working in another EU country is subject to that country’s rules.
Tax
The residence permit does not by itself create tax residence. People who move their tax residence to Italy can consider the lump-sum regime for foreign income separately. Under this regime the annual tax is €300,000, plus €50,000 for each family member, for up to 15 years. Tax questions are handled individually with tax advisers.
Long-term residence and citizenship
Once the investment has been held for five years, an EU long-term residence permit can be requested. Citizenship is a separate application and, as a general rule, requires ten years of legal residence.
